FY 2015-2019 Consolidated Plan & FY 2015 Annual Action Plan

The City of Pittsburgh has submitted its Five Year Consolidated Plan (CP) for the period of FY 2015 through FY 2019. The Consolidated Plan is a strategic plan to implement Federal programs for housing and community & economic development activities within the City of Pittsburgh. The Consolidated Plan is a requirement of the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), and the Emergency Shelter Grant (ESG) programs.

This Consolidated Plan covers the period beginning April 1, 2015 through March 31, 2019. In addition, the City has prepared its FY 2015 Annual Action plan which documents the activities the City will fund for FY 2015. The final Five Year Consolidated Plan will be submitted to the U.S Department of Housing and Urban Development (HUD) on April 13, 2015.

FY 2015-2019 Analysis of Impediments

The City of Pittsburgh has submitted its FY 2015-2019 Analysis of Impediments to Fair Housing Choice in accordance with the Housing and Community Development Act of 1874, as amended, which state that each entitlement community must "affirmatively further fair housing."  In order to "Affirmatively further fair housing" each entitlement community must conduct a Fair Housing Analysis which identified any impediments to fair housing choice.

The Consolidated Plan is a strategic plan to implement Federal programs for housing, and community & economic development activities within the City of Pittsburgh. The Consolidated Plan is a requirement of the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), and the Emergency Shelter Grant (ESG) programs. This Consolidated Plan covers the period beginning April 1, 2010 through March 31, 2014. In addition, the City has prepared its FY 2010 Annual Action plan which documents the activities the City will fund for FY 2010. The Five Year Consolidated Plan was submitted to the U.S Department of Housing and Urban Development (HUD) on February 15, 2010.

Consolidated Annual Performance Evaluation Report (CAPER)

The Consolidated Annual Performance Evaluation Report (CAPER) is submitted to the U.S. Department of Housing and Urban Development (HUD) on June 30th each year. The report describes in detail how all CDBG, HOME, ESG, and HOPWA funds were expended over the past fiscal year from April 1st to March 31st.
