NOTICE- CITY OF PITTSBURGH

Notice is hereby given that the following amendments are being made to the 2012, 2014, 2015 and 2016 budgets of the City of Pittsburgh's Community Development Block Grant Program.

The City of Pittsburgh is requesting comments on its proposed use of Community Development Block Grant Funds and on the City's past CDBG performance. Comments may also be sent to:

NOTICE

The City of Pittsburgh announces the availability of the application for its 2017 Community Development Block Grant-Special Grant funds.

In order to apply, you must represent an incorporated entity providing eligible services to low- and moderate-income residents of the City of Pittsburgh.  Examples of eligible activities include the following: public services to low and moderate-income residents, the handicapped and elderly; rehabilitation or construction of a public facility serving a CDBG eligible neighborhood or clientele; housing related activities; economic development activities, etc.  In addition, an applicant should meet certain organizational standards to be eligible for these funds: minimum of 2 years in existence; 501© 3 incorporated non-profit with a Board of Directors and written by-laws; City of Pittsburgh based or services mainly City residents; have a legitimate office with an address; show evidence of fiscal management capacity; have a federal tax identification number; possess a nine-digit Data Universal Numbering System (DUNS) number; have no outstanding financial liabilities with the City of Pittsburgh or demonstrate an approved payment plan.

If your organization appears to be eligible to receive CDBG funding, and you would like to be considered for these funds, please contact Kelli Dixon at (412) 255-2212 to receive an application form. The application is also available on the City of Pittsburgh’s website which can be accessed by typing http://pittsburghpa.gov/dcp/community-development/cdbg  on your internet browser.  Completed forms must be received in the Department of City Planning by 3:00 p.m. on Friday, September 30, 2016.  A postmark date does not meet the deadline.

FY 2015 CONSOLIDATED ANNUAL PERFORMANCE

AND EVALUATION REPORT (C.A.P.E.R.)

 

Notice is hereby given that the City of Pittsburgh intends to submit the FY 2015 Consolidated Annual Performance and Evaluation Report (C.A.P.E.R.) to the U.S. Department of Housing and Urban Development on or before June 30, 2016.

In accordance with Title I of the National Affordable Housing Act of 1990, as amended, the City of Pittsburgh has prepared its Fiscal Year 2015 Consolidated Annual Performance and Evaluation Report (C.A.P.E.R.) for its Community Development Block Grant (CDBG), the HOME Investment Partnership (HOME), the Emergency Solutions Grant (HESG), and the Housing Opportunities for Persons with AIDS (HOPWA) Programs.  This report describes the level of housing assistance and other community development activities through grants from various Federal funding programs during Fiscal Year 2015 (April 1, 2015 through March 31, 2016).

Copies of the FY 2015 C.A.P.E.R. for the City of Pittsburgh are available for public inspection at the City of Pittsburgh website at (http://pittsburghpa.gov/dcp/community-development/cdbg) and at the following locations beginning Thursday, June 9, 2016 through Thursday, June 23, 2016:

NOTICE OF PUBLIC HEARING FY 2016 ANNUAL ACTION PLAN FOR THE CDBG, HOME, ESG, AND HOPWA PROGRAMS

The notice is hereby given by the City of Pittsburgh, Allegheny County, PA that it’s FY 2016 Consolidated Annual Action Plan has been prepared.  The City intends to submit its FY 2016 Consolidated Annual Action Plan in the amount of $12,753,055 for Community Development Block Grant (CDBG) funds; $1,691,816 in HOME funds; $1,149,245 in Emergency Solutions Grant (ESG) funds; and $735,136 in HOPWA funds.  The FY 2016 Consolidated Annual Action Plan will be submitted to the U.S. Department of Housing and Urban Development (HUD) on or before April 15, 2016. 

The City will hold a public hearing on Tuesday, March 29, 2016 on the FY 2016 Consolidated Annual Action Plan.  The purpose of the public hearing is to receive testimony or comments on the draft FY 2016 Consolidated Annual Action Plan document.  The meeting will take place at 5:00 p.m. on Tuesday, March 29, 2016 in the First Floor Conference Room, 200 Ross Street, Pittsburgh, PA 15219.  The building is handicapped accessible through the rear.

In order to obtain the views of citizens, public agencies and other interested parties, the City of Pittsburgh will place its Consolidated Annual Action Plan for FY 2016 on display and online from March 11, 2016 through April 11, 2016, at the City of Pittsburgh’s website.  Copies of the plans may also be examined during normal hours of operation at the following locations:

The City of Pittsburgh’s proposed activities for funding under the FY 2016 Consolidated Annual Action Plan, are on display or maybe viewed on the City of Pittsburgh’s Budget website.  The entire FY 2016 Operating & Capital Budget for the City of Pittsburgh is also listed.

Information will be available for review for 30 days.  Written or verbal public comments on the FY 2016 Consolidated Annual Action Plan will be received until 4:00 P.M. on Monday, April 11, 2016 and should be directed to the City of Pittsburgh’s Department of City Planning, attention Michael Petrucci, Assistant Director for Community Development, 200 Ross Street, Pittsburgh, PA 15219.  The phone number is 412-255-2211, fax number is 412-393-0151, and the TDD number is 412-255-2222.

The FY 2016 Consolidated Annual Action Plan was developed after conducting an initial public hearing and receiving both written and verbal comments, requests, and identified needs from the local community. If you are interested in attending the public hearing and need special accommodations to participate in the public hearing, and/or if you wish to present testimony or comment on the document, please contact Ms. Kelli Dixon at 412-255-2212, by Thursday, March 24, 2016.

If the City would undertake an activity that would result in the displacement of families or individuals, then the City would utilize its policy for minimizing such displacement. Furthermore, the City is responsible for replacing all low- and moderate-income housing units that may be demolished or converted as a result of CDBG Funds.

All interested persons, groups, and organizations are encouraged to attend this public hearing and will be given the opportunity to present oral or written testimony concerning the proposed plan and use of Federal funds under the FY 2016 Consolidated Annual Action Plan.

NOTICE OF PUBLIC MEETING

The City of Pittsburgh will hold two public hearings to seek input from interested residents and community organizations on the 2016 Community Development Block Grant Program.

The hearings are being held prior to the release of the 2016 Capital Budget to enable the City to adequately review citizen testimony. In addition, those attending the hearings are invited to comment on the prior use of the City’s CDBG funds and other federal funds.

Both hearings will begin at 6:00 P.M. and will be held at the following locations:

Tuesday, September 1, Carnegie Library of Pittsburgh – East Liberty, 130 South Whitfield Street, 15206.

Wednesday, September 2, South Side Market House, Intersection of 12th & Bingham Streets, 15203.
