NOTICE OF PUBLIC HEARING
FY 2017 ANNUAL ACTION PLAN FOR THE
CDBG, HOME, ESG, AND HOPWA PROGRAMS

The notice is hereby given by the City of Pittsburgh, Allegheny County, PA that it’s FY 2017 Consolidated Annual Action Plan has been prepared. The City intends to submit its FY 2017 Consolidated Annual Action Plan in the amount of $12,754,743 for Community Development Block Grant (CDBG) funds; $1,667,573 in HOME Investment Partnerships (HOME) funds; $1,148,125 in Emergency Solutions Grant (ESG) funds; and $837,664 in Housing Opportunities for Persons With AIDS (HOPWA) funds. The FY 2017 Consolidated Annual Action Plan will be submitted to the U.S. Department of Housing and Urban Development (HUD) on or before August 16, 2017.

The City will hold a public hearing on Monday, July 24, 2017 on the FY 2017 Consolidated Annual Action Plan. The purpose of the public hearing is to receive testimony or comments on the draft FY 2017 Consolidated Annual Action Plan document. The meeting will take place at 5:00 p.m. on Monday, July 24, 2017 in the First Floor Conference Room, 200 Ross Street, Pittsburgh, PA 15219. The building is handicapped accessible through the rear.

In order to obtain the views of citizens, public agencies and other interested parties, the City of Pittsburgh will place its Consolidated Annual Action Plan for FY 2017 on display and online from July 6, 2017 through August 4, 2017, at the City of Pittsburgh’s website (http://pittsburghpa.gov/dcp/community-development/cdbg). Copies of the plans may also be examined during normal hours of operation at the following locations:

Information will be available for review for 30 days. Written or verbal public comments on the FY 2017 Consolidated Annual Action Plan will be received until 4:00 P.M. on Friday, August 4, 2017 and should be directed to the City of Pittsburgh’s Department of City Planning, attention Michael Petrucci, Assistant Director for Community Development, 200 Ross Street, Pittsburgh, PA 15219. The FY 2017 Consolidated Annual Action Plan was developed after conducting an initial public hearing and receiving both written and verbal comments, requests, and identified needs from the local community. If the City would undertake an activity that would result in the displacement of families or individuals, then the City would utilize its policy for minimizing such displacement. Furthermore, the City is responsible for replacing all low- and moderate-income housing units that may be demolished or converted as a result of CDBG Funds.

All interested persons, groups, and organizations are encouraged to attend this public hearing and will be given the opportunity to present oral or written testimony concerning the proposed plan and use of Federal funds under the FY 2017 Consolidated Annual Action Plan.

The City of Pittsburgh will hold two (2) public hearings to seek input from interested residents and community organizations on the 2018 Community Development Block Grant Program.

The hearings are being held prior to the release of the 2018 Capital Budget to enable the City to adequately review citizen testimony. In addition, those attending the hearings are invited to comment on the prior use of the City’s CDBG funds and other federal funds.

Notice is hereby given that the City of Pittsburgh intends to submit the FY 2016 Consolidated Annual Performance and Evaluation Report (C.A.P.E.R.) to the U.S. Department of Housing and Urban Development on or before June 29, 2017.

In accordance with Title I of the National Affordable Housing Act of 1990, as amended, the City of Pittsburgh has prepared its Fiscal Year 2016 Consolidated Annual Performance and Evaluation Report (C.A.P.E.R.) for its Community Development Block Grant (CDBG), the HOME Investment Partnership (HOME), the Emergency Solutions Grant (HESG), and the Housing Opportunities for Persons with AIDS (HOPWA) Programs. This report describes the level of housing assistance and other community development activities through grants from various Federal funding programs during Fiscal Year 2016 (April 1, 2016 through March 31, 2017).

FY 2015 AND FY 2016 COMMUNITY DEVELOPMENT BLOCK GRANT

PROGRAM SUBSTANTIAL AMENDMENT FOR THE PURPOSE OF ESTABLISHING A NEIGHBORHOOD REVITALIZATION STRATEGY AREA (NRSA)

Notice is hereby given that the City of Pittsburgh, Allegheny County, PA will hold a public hearing on Thursday, May 4, 2017 at 5:30 PM at the Kingsley Center, 6435 Frankstown Ave, Pittsburgh, PA 15206.  The Kingsley Center is accessible to persons with physical disabilities.  If special arrangements need to be made to accommodate residents in order for them to participate in the public hearing, please contact Ms. Kelli Dixon at (412) 255-2212.  The telephone number for the hearing impaired is 7-1-1.

The purpose of this public hearing is to present the substantial amendments to the City of Pittsburgh’s FY 2015-2019 Five Year Consolidated Plan and the FY 2015 and FY 2016 Annual Action Plans for the use of Community Development Block Grant (CDBG) funds.

The City of Pittsburgh adopted its FY 2015-2019 Five Year Consolidated Plan and FY 2015 Annual Action Plan on April 10, 2015 and its FY 2016 Annual Action Plan on April 12, 2016.  In accordance with CDBG program regulations, the City is allowed to make substantial amendments to its Consolidated Plan and Annual Action Plans in accordance with the City’s Citizen Participation Plan.

The City has determined that it is necessary to amend the approved CDBG Program for two (2) previously approved program years for FY 2015 and FY 2016.  These substantial amendments are necessary for the establishment of a Neighborhood Revitalization Strategy Area (NRSA) to coincide with the Choice Neighborhood Implementation Grant program underway in the Lincoln/Larimer Neighborhood of the City of Pittsburgh.  The geographic boundaries of the NRSA are the same as the Choice Neighborhood Implementation Grant area.

Under the CDBG program, grantees may designate local target areas for revitalization.  The Federal Register, published on January 5, 1995, authorized entitlement grantees to develop comprehensive approaches to address economic development and housing needs in a designated neighborhood within their community, known as a Neighborhood Revitalization Strategy Area (NRSA).  Communities with approved NRSAs are offered enhanced flexibility in undertaking economic development, housing, and public service activities with their CDBG funds.  This flexibility is designed to promote innovative programs in economically disadvantaged areas of the community.

This is considered a substantial amendment in accordance with the City’s Citizen Participation Plan as the following applies: the establishment of an NRSA and the addition to the strategies and goals outlined in the City’s Five Year Consolidated Plan.

Copies of the Substantial Amendments are on display for viewing by the public for a period of 30 days beginning on Thursday, April 20, 2017 and ending on Monday, May 22, 2017. Copies of the plans may be examined during normal hours of operation at the following locations:

NOTICE

The City of Pittsburgh announces the availability of the application for its 2017 Community Development Block Grant-Special Grant funds.

In order to apply, you must represent an incorporated entity providing eligible services to low- and moderate-income residents of the City of Pittsburgh.  Examples of eligible activities include the following: public services to low and moderate-income residents, the handicapped and elderly; rehabilitation or construction of a public facility serving a CDBG eligible neighborhood or clientele; housing related activities; economic development activities, etc.  In addition, an applicant should meet certain organizational standards to be eligible for these funds: minimum of 2 years in existence; 501© 3 incorporated non-profit with a Board of Directors and written by-laws; City of Pittsburgh based or services mainly City residents; have a legitimate office with an address; show evidence of fiscal management capacity; have a federal tax identification number; possess a nine-digit Data Universal Numbering System (DUNS) number; have no outstanding financial liabilities with the City of Pittsburgh or demonstrate an approved payment plan.

If your organization appears to be eligible to receive CDBG funding, and you would like to be considered for these funds, please contact Kelli Dixon at (412) 255-2212 to receive an application form.
