Stationary Vendor License

Stationary Vendors are given license to vend at fixed locations or designated sports/entertainment facilities.
 
Vending and peddling activities within the City of Pittsburgh are regulated by the Code of Ordinances Title 7 - Chapter 719 Vendors and Peddlers. 
 

How To Obtain A Stationary Vendor License

1.     Download and complete the Stationary Vendor License Application.  

2.     Submit the completed application and application materials directly to the Licensing Counter.  A signature of the license card will be required prior to issuance.

3.     Consult our Current Fee Schedule.  All Department of Permits, Licenses, and Inspections fees change annually. Make all checks or money orders payable to Treasurer, City of Pittsburgh.

Additional Requirements:

  • Proof of identification and age.  Must be at least 18 years old.

  • Two glossy passport-sized photos of the license holder.  These photos should be current.

  • A tax ID letter from the Finance Department registering your business for city taxes.

  • If the License Holder is a Partnership or LLC, and not an individual, proof of that legal partnership will be required if more than one owner will be operating the site.  The license holder will be the Business itself, and each of the individual partners will receive a license card.

  • If vending anything for human consumption, a copy of an Allegheny County Health Department License will be required.

  • Check or money order made payable to Treasurer, City of Pittsburgh for License Fee.

  • Vendor employees also require licenses.  See below for license requirements.

Vacant Stationary Vendor Locations:

The following locations are approved and available for stationary vendor application.   Be aware that locations are first-come, first-serve and only fully completed applications with all required documents will be considered for site assignment.  No waiting list will be created for any sites.  Newly available sites will be posted to our website.  If there are multiple applications to one site on the same date a lottery will be held.  We will post on our website the sites that will participate on the lottery and when the lottery will be held.  No vending should take place on sites that are not assigned by the City of Pittsburgh, and licenses must be maintained to avoid the forfeit of the site.  Any current site holder out of compliance will forfeit their site and the site will be reassigned to new applicants.

Potential new vending locations can be nominated for review by the City Designation Committee.  See the second page of the Stationary Vendor Application for the nomination form.  Completed nomination forms should be submitted to either the Department of Permits, Licenses, and Inspection (200 Ross St., Rm. 320, Pittsburgh, PA 15219) or to to the attention of Bobbie Abbondanza at the Department of Public Works (611 Second Ave, Pittsburgh, PA 15219).

Vendor Employees:

If a Vending License holder wishes to employ other workers, that employee must obtain a Vendor Employee license.  That employee license will apply only to one Vending license, regardless of the number of vending locations the employer has.
