Residential Permits

Standard Permit Application Requirements

Drawings must be specific for the permit. Mechanical, Electrical, Fire Alarm, and Sprinkler System drawings will not be accepted with a building permit submission. Separate applications must be made for each permit type, and the required drawings must accompany each application. See this Bulletin for additional information regarding standard application requirements.

If project scope has been modified after a permit has been issued, an amended permit may be required.  Please refer to the Amended Permit Bulletin for an outline of that process. 

Residential Permits

Residential Building Permits are required for work to be performed on single or two-family dwellings. Work performed on all other buildings require Commercial building permits, this includes multifamily buildings with three or more units and mixed-use buildings with residential units and commercial spaces.  

Work Not Requiring a Permit

Building: 

  • Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work. 
  • One-story detached accessory structures used as tool and storage sheds, playhouses and similar uses, provided the floor area does not exceed 200 square feet.
  • Fences not over six (6) feet (one thousand eight hundred twenty-nine (1,829) mm) high.
  • Retaining walls that are not over four (4) feet (one thousand two hundred nineteen (1,219) mm) in height measured from the bottom of the footing to the top of the wall, unless supporting a surcharge.
  • Water tanks supported directly upon grade if the capacity does not exceed five thousand (5,000) gallons (eighteen thousand nine hundred twenty-seven (18,927) L) and the ratio of height to diameter or width does not exceed 2 to 1.
  • Sidewalks and driveways not more than thirty (30) inches (seven hundred sixty-two (762) mm) above adjacent grade and not over any basement or story below.
  •  
  • Prefabricated swimming pools that are less than twenty-four (24) inches (610 mm) deep.
  • Swings and other playground equipment accessory to a one- or two-family dwelling.
  • Window awnings supported by an exterior wall which do not project more than fifty-four (54) inches (one thousand three hundred seventy-two (1,372) mm) from the exterior wall and do not require additional support..
  • Uncovered deck where the floor of the deck is no more than 30" (762 mm) above grade.

Electrical: 

  • Listed cord-and-plug connected temporary decorative lighting. 
  • Reinstallation of attachment plug receptacles but not the outlets therefor. 
  • Replacement of branch circuit overcurrent devices of the required capacity in the same location. 
  • Electrical wiring, devices, appliances, apparatus or equipment operating at less than 25 volts and not capable of supplying more than 50 watts of energy. 
  • Minor repair work, including the replacement of lamps or the connection of approved portable electrical equipment to approved permanently installed receptacles. 

Gas: 

  • Portable heating, cooking or clothes drying appliances. 
  • Replacement of any minor part that does not alter approval of equipment or make such equipment unsafe. 
  • Portable-fuel-cell appliances that are not connected to a fixed piping system and are not interconnected to a power grid. 

Mechanical: 

  • Portable heating appliances. 
  • Portable ventilation appliances. 
  • Portable cooling units. 
  • Steam, hot- or chilled-water piping within any heating or cooling equipment regulated by this code. 
  • Replacement of any minor part that does not alter approval of equipment or make such equipment unsafe. 
  • Portable evaporative coolers.
  • Self-contained refrigeration systems containing 10 pounds (4.54 kg) or less of refrigerant or that are actuated by motors of 1 horsepower (746 W) or less. 
  • Portable-fuel-cell appliances that are not connected to a fixed piping system and are not interconnected to a power grid.
