Consolidated Plan
The City of Pittsburgh must submit a Consolidated Plan (CP) every five years as required by the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), and the Emergency Shelter Grant (ESG) programs. The Consolidated Plan is a strategic plan to implement Federal programs for housing, and community & economic development activities within the City of Pittsburgh. Annual Action Plan
Each year the City of Pittsburgh has prepares an Annual Action Plan to submit to the U.S. Department of Housing and Urban Development (HUD). The Annual Plan documents what activities the City will fund through the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), and the Emergency Shelter Grant (ESG) programs for the upcoming year.

Consolidated Annual Performance Evaluation Report (CAPER)
The Consolidated Annual Performance Evaluation Report (CAPER) is submitted to the U.S. Department of Housing and Urban Development (HUD) on June 30th each year. The report describes in detail how all CDBG, HOME, ESG, and HOPWA funds were expended over the past fiscal year from April 1st to March 31st.

Analysis of Impediments
The City of Pittsburgh prepared its Analysis of Impediments to Fair Housing Choice in accordance with the Housing and Community Development Act of 1874, as amended, which state that each entitlement community must "affirmatively further fair housing." In order to "Affirmatively further fair housing" each entitlement community must conduct a Fair Housing Analysis which identified any impediments to fair housing choice.
