UPDATE 3: James Phelps turned himself in to police. He was transported to the ACJ without incident.
UPDATE 2: An arrest warrant has been approved for the suspect in this incident.
James Phelps, 74, faces charges of incidents involving death or personal injury, careless driving, failure to stop and render aid, and aggravated assault.
UPDATE: Pittsburgh Police have located the vehicle inolved in this collision. Charges are forthcoming. Thank you to everyone who shared the information.

Pittsburgh Police Zone 2 detectives are asking for the public’s help to identify the vehicle involved in a hit-and-run collision on Webster Avenue on February 1, 2024. A four-year-old juvenile was injured in the collision.
The vehicle (pictured) appears to be a Ford Explorer with either a front dealer or vanity plate. It is described as white with a black stripe and a moon roof.
